To avoid conflict for tests with multiple accommodated forms, there is a hierarchy that determines which form will be delivered to the student if there are competing accommodations assigned. A common use case for this scenario is a student who gets assigned both text to speech and human reader for a TestNav-delivered assessment. Because TTS is listed higher, this means the student would be given TTS,  and no human reader scripts would be provided.
